Ubuntu moved all official repository for old ubuntu from http://archive.ubuntu.com to http://old-releases.ubuntu.com. Some old ubuntu used http://archive.ubuntu.com in sources.list that caused unable to upgrade or install packages and you will see error messages like this

To fix this error, edit your /etc/apt/sources.list and change repository url from http://archive.ubuntu.com to http://old-releases.ubuntu.com. Run your update/install package again.
